Public procurement is a key mechanism for interaction between business and the government. Successful participation in tenders determines whether contracts are awarded, while errors can lead to rejection of the bid or inclusion in a “blacklist.”

In 2024–2025, amendments were made to the Law of the Kyrgyz Republic “On Public Procurement” aimed at digitalizing procedures, strengthening oversight of the integrity of participants, and simplifying appeals of results.

What changed in 2025

Electronic Procurement

All tenders are conducted exclusively through the Unified Public Procurement Portal zakupki.gov.kg.
Participants submit applications, upload documents, and sign them with a digital signature.

– Disclosure of Beneficiary Information

The requirement to indicate the beneficial owners of a company has been introduced. Concealing information will result in denial of admission to the tender and a fine.

– Tax Transparency Check

Before submitting an application, the absence of outstanding taxes and social contributions is automatically checked.

– New Appeal Rules

Complaints can be filed online through the portal. Review takes up to 10 business days. In disputed cases, the decision can be appealed in court.

– Blacklist of Participants

Companies that violate contract terms or provide false information are added to the register of unscrupulous suppliers for two years.

Action Algorithm for Businesses

To participate in a tender

  • Register your company on the public procurement portal.
  • Obtain a digital signature and upload documents.
  • Check for any outstanding taxes and social contributions.
  • Prepare a technical and financial proposal.

For appeals

  • Submit a complaint through the portal within 5 business days.
  • Wait for the authorized body’s decision (up to 10 days).
  • If rejected, go to court.

Public procurement in Kyrgyzstan is becoming increasingly transparent and digital. However, at the same time, the requirements for participants have become more stringent: now any delay or document error can cost a company the contract. Judicial practice from 2024–2025 shows that effective protection of rights is possible.
