As part of the active work of the Interdepartmental Commission on Air Quality Improvement, chaired by M. Mashiyev, Minister of Natural Resources, Ecology, and Technical Supervision of the Kyrgyz Republic, a range of measures is being implemented to reduce air pollution and improve the environmental situation in the country.

By Order No. 221 of the Cabinet of Ministers of the Kyrgyz Republic dated March 28, 2025, the updated composition of the Interdepartmental Commission on Air Quality Improvement was approved. It includes representatives from 25 ministries and agencies, as well as members of the Zhogorku Kenesh (Parliament). This will strengthen intersectoral collaboration and improve the effectiveness of the measures taken.

One of the key results of the commission’s work was increased access to gasification for the population and a reduction in the financial burden on citizens. According to Cabinet of Ministers Decree No. 349 of April 28, 2025, preferential loans of up to 150,000 soms at 3% per annum (previously 8%) are being provided for household gasification. As a result, more than 51,000 households in Bishkek have been connected to gas, reducing coal consumption by approximately 100,000 tons.

To protect public health and ensure citizens’ rights to a healthy environment, Cabinet of Ministers Resolution No. 639 of October 6, 2025, bans the import, sale, storage, and use of 0-13 mm bulk coal in the Chui region and Bishkek. This restriction does not apply to enterprises that generate thermal energy.

At the same time, the Ministry is systematically implementing state environmental monitoring. In accordance with Order No. 382 of December 10, 2024, air quality monitoring is being conducted throughout the country on a regular basis. In 2025, 202 reports were issued for exceeding vehicle emission standards, with fines totaling over 3.7 million soms. The following inspections of business entities, 450 reports were issued totaling 9.87 million soms, and notifications were sent to 3,795 entities regarding the need to comply with environmental requirements.

Furthermore, the Ministry of Natural Resources, Ecology, and Technical Supervision of the Kyrgyz Republic is actively involved in developing a natural and environmental framework for Bishkek, aimed at improving the environmental situation and the quality of life of the population.
